Goals

Managing, executing and monitoring funded projects — under programmes such as Horizon Europe, Portugal 2030 and other funding channels — is a complex activity that demands a wide set of multidisciplinary skills: project management, financial and technical data analysis, and a working knowledge of a constantly changing body of legislation. Beneficiaries and consultancies alike struggle to consolidate very large volumes of data scattered across multiple sources, to keep up with new legislation, republished documents and fresh guidelines, and to coordinate processes across many teams and stakeholders. In international consortia, where partners follow distinct administrative and regulatory practices, these challenges become even more evident.

Yet current practice still relies heavily on generic or outdated tools and on manual processes — email threads for communication and document collection — which makes errors and delays far more likely. The result is fragmented management and an administrative burden that diverts critical resources away from strategic work.

The PMD-AI project addresses this gap by developing a cloud platform built around a meta-dashboard: a single, real-time view over an entire portfolio of funded projects, regardless of their type or stage. Configuration templates are generated and pre-populated according to each project’s typology by an AI engine, and all the documentation associated with a project is centralised in one place. Beyond aggregating multi-project information, the platform leverages artificial intelligence to detect patterns in historical data, map the relevant variables of each call for proposals, anticipate critical events and suggest actionable insights.

Interoperability is treated as a first-class concern. Public administration and the private sector already run a multiplicity of platforms, so the solution is designed to exchange data with the systems entities use today, enabling both integration and comparative analysis.

The project runs for 36 months (January 2026 – December 2028) with an eligible investment of €1,267,995.20. Starting from an estimated TRL 4–5, it aims to reach TRL 8 — a solution validated in a relevant operational environment and ready to be deployed in real settings. It is carried out by a consortium that combines the engineering capability of Invisible Lab, the multi-project management experience of ICBAS – University of Porto and the market knowledge of Solvian Group.
